In 1974, he graduated from Yerevan Secondary School No. 87.
In 1974, he entered the Yerevan Polytechnic Institute with a degree in Thermal Power Plants. In 1979, he graduated and received a qualification as a thermal power engineer. He started working at the Armenian Research Institute of Energy, where he worked until 2004, rising from an engineer to the position of senior researcher.
In 1984, he entered the full-time postgraduate course at the Moscow Institute of Energy,
He is a Candidate of Technical Sciences. From 2004 to 2007, he worked at Energy Meter CJSC as deputy head of the laboratory, as well as at the Institute of Economics of the NAS of the Republic of Armenia as a group leader and leading researcher. Since 2007, he has been working at ERA LLC as a chief engineer. In 2020, He is a leading researcher at the Institute of Economics of the NAS of the Republic of Armenia.
He is one of the authors of the Comprehensive Program for the Development of Energy in Armenia, developed in 1992. He is one of the responsible authors of the Concept for the Development of Heat Supply Systems in Armenia, developed in 1995. In 1997, he was elected a member of the International Association of Power Engineers (USA). He has done a lot of work for the establishment of the Armenian branch of the International Association of Power Engineers and its further development. He has received the international title of "Certified Energy Manager" (USA). He is the author of about 300 scientific papers, as well as 22 valuable monographs, which are related to heat supply and gas supply systems, gas turbine plants, thermal and nuclear power plants, hydroelectric power plants, alternative energy, energy efficiency, boiler regimes, ecological, as well as energy history issues.
